Official Rule Change: RFA & Franchise Tag Policy

This is basically what the majority has voted in favor for just written up how it will read in the rule book. So it can be put to bed.
The below is taken from the rule book with the proposed changes in bold, you are only voting on said changes in bold. If passed this is how the rule book will read. This would go into affect next off-season.
For future reference this is how I would like to submit all official rule changes for league approval.
Rookie Buyout Program
A player on a rookie contract may have his final year bought out and signed to an extension. Max years for the extension is 5 (the buyout year plus 4 additional years) but an owner can choose to extend a player for less than the max years.

Additional note: The deadline for designating RFAs is still TBD. I don't think this is something that should hold us up from approving the above policy change.
I think odds are we end up designating RFAs before auctions start. However, there are currently a lot of good ideas about this and I would like to keep that discussion going.

Rookie Buyout Program

- The value of the extension will be based on the average of the top 5 paid players at the same position from the previous year. Outfielders and Starting Pitchers value will be based on the average of the top 8 at the position.
- Multi-position eligible players will be priced at the position they played the most games.
- All outfielders will be lumped together.
- All relievers will be lumped together.
- Deadline to buyout a rookie is the day before FA auctions start.
Contracts
- Max contract length is 4 years
- Valid contracts are:
1 year
1 year with option
2 year
3 year
4 year - A one year contract with an option will be denoted as "+". Option year salaries are 125% of the contract value
- Contracted players that are dropped will be penalized at half the contract dollar value for every year left on the contract. A dropped contract with an option assumes that the option year is picked up.
- All numbers values are rounded UP to the nearest .05 (a 5.375 million contract would round up to 5.40)
- After the season a team will be able to franchise tag 1 pending free agent that is currently on their roster with a max contract. A franchise tag requires a minimum of a 2 year contract but can be up to a 4 years. The price of the franchise tag contract will be the same as the rookie buyout values for that year. Players coming off their final year of a rookie contract are not eligible to be franchised. The deadline to franchise a player will be January 1st.
RFA rights
- Each off-season a team will have 2 RFA tags that they can use on impending free agents from their roster. All impending free agent are eligible to be tagged as a RFA.
- All RFA rights entitle the holder to retain the player at 90% of the winning auction bid.
- The holder of a players RFA rights can add years to the winning bid but cannot take years away.
