I see what you guys are saying. I think this is just a matter of interpretation of when a trade is considered "official". Is it when the second team accepts or is it after the veto period passes. It doesnt really address this in the rules (and if Ive missed it please advise).
Ive been under the impression its when the second team accepts (although it still could be reversed if veteod but this is rare). I thought the trades made during the draft backed this up. The reason why we wait 24 hours to pick up players during the season is because if it does happen to be vetoed there is no way to back out the stats from that week's games. This obviously isnt an issue in the off-season.
I think its just something else we will need to spell out exactly in the Rules section. We are going to have a big legal tome by the time this is finished. lol.

The trade is made official and the 24 hour clock starts when the second team accepts. The traded commodities Are usable by each participating team once the 24 hour window has closed and no vetoes have been cast.

O's is obviously extending the rights on miller since we are allowing the trade
