Sorry, I'm on the Trade Committee too and haven't officially ruled yet.
I think it's shady that Cards picked up the players with all this discussion going on, even if 24 hours had gone by. And I think the trade is imbalanced. But I think it happened naturally, because there are few buyers and for a non-contender, expiring contracts without RFA rights have no value. I don't think there was collusion.
I'd allow the trade.

Red Sox and Cards are the other trade committee members (Cards obviously ineligible in this case).

Just spitballing more ideas here...maybe some sort of compensation pick for unrestricted free agents of a certain talent level if you don't resign them? (To give them some sort of value)
It could be based on ESPN's Player Rater or something...if you have a guy who was Top 150 on the Player Rater the previous season and is an unrestricted free agent, we could have a 'sandwich round' after the 3rd round? 4th? If you trade that player as a rental during the season, the team that gets him could get that pick if he isn't resigned. Or make it based on the current season's final Player Rater, although then you have to gamble that the player ends up in the Top 150.
It's kind of convoluted, but hell, I'm trying... I don't mind Rockies' idea either, seems like that ends up with nearly everyone being RFA's, which brings us closer to a "true" dynasty league.

I understand both sides here. Phillies basically traded 3 rentals for a 4th round pick and had to take Rodney to offset the cost. He got what he could get. However, previous trades set the precedence and perceived value of what a rental should cost to acquire. This trade kills that value. Historically a trade has been deemed vetoable due to collusion and not by balance of trade. This trade hurts the value of rentals and may have ripple effects in future trading but is not deemed collusion. Unless Rockies disagrees then the trade will stand. I don't disagree.
